May 15, 2018

COMMISSIONER PROCEEDINGS                          May 15, 2018

The Roberts County Commissioners met in regular session with Gene Bartz, Don Carlson, Dennis Jensen, Faye Johnston and Tim Zempel present.  Chairman Bartz presiding.

Motion by Johnston, seconded by Carlson to approve the agenda and May 8, 2018 minutes.  Motion carried.

PUBLIC COMMENT

Bartz called for public comment. There was none.

STATES ATTORNEY

Kay Nikolas-States Attorney met with Commissioners and discussed county concerns. Nikolas mentioned that her part time summer help will begin on Monday, May 21st.

HIGHWAY

Pat Stickland-Highway Supt met with Commissioners and discussed summer road and bridge projects.

Motion by Zempel, seconded by Carlson to have Chairman Bartz and County Auditor Sattler sign a joint work agreement between Day, Marshall and Roberts County.  All voted aye, motion carried.

Stickland asked for permission to attend the summer meeting of the SD Association of Highway Supt. in Chamberlain on June 13 & 14th.  Motion by Zempel, seconded by Carlson to pay all necessary expenses for Stickland to attend.  All voted aye, motion carried.

SHERIFF

Jay Tasa-Sheriff and Darrell O’Connor-Deputy met with the Commissioners to discuss purchasing Ace K-9 Heat Alarm Pro and optional fan kit from EliteK-9.com.  This would be an additional $350.00 cost to the motion made on May 8, 2018.  Motion by Jensen, seconded by Zempel to rescind May 8th motion for purchase from Ray Allan Co. and purchase from EliteK-9.com for 1129.95.  All voted aye, motion carried.

Motion by Carlson, seconded by Zempel to approve sending two correctional officers to required training in Sioux Falls June 18 – 22 and pay all necessary expenses. All voted aye. Motion carried.

Motion by Carlson, seconded by Jensen to approve transferring Dylan Veen from part-time to full-time with full benefits.  All voted aye. Motion carried.

DIRECTOR OF EQUALIZATION

Shari Gamber-Director of Equalization met with the Commissioners to discuss hiring part time help for the summer.  Motion by Jensen, seconded by Carlson to approve hiring 3 additional people. All voted aye, Motion carried.

Gamber will hold off on purchasing 2 new computers until she is sure what they would need if the County were to purchase the GSI program from First District.

DAKOTA RANGE WIND

Mark Mauersberger, David Lau, Brenna Gunderson and Stephanie Petelas of Dakota Range met with the Commissioners and gave them a brief update on Phases 1, 2 and 3 and invited them to an informational meeting on May 23rd in Wilmot.

PLATS/RESOLUTIONS

Motion by Carlson, seconded by Zempel to approve the following resolutions previously approved by Planning and Zoning-motion carried:

RESOLUTION 2018-17

Be it resolved by the Board of County Commissioners, Roberts County, South Dakota in regular meeting assembled that the plat of Lots 1 and 2 in Kemnitz North Farm Addition in the NE4SE4 of Section 6-128-51 west of 5th P.M., Roberts County, South Dakota be approved this 15th day of May, 2018 in accordance with the provisions of SDCL, 11-3 and all acts amendatory thereto.

RESOLUTION 2018-18

Be it resolved by the Board of County Commissioners, Roberts County, South Dakota in regular meeting assembled that the Plat of Lots 1 and 2 in Kemnitz South Farm Addition in the NW4NW4 of Section 35-128-52 west of 5th P.M., Roberts County, South Dakota be approved this 15th day of May, 2018 in accordance with the provisions of SDCL, 11-3 and all acts amendatory thereto.

RESOLUTION 2018-19

Be it resolved by the Board of County Commissioners, Roberts County, South Dakota in regular meeting assembled that the Plat Lot 2, Karst Homestead in the SE4NE4 of Section 1-124-51 west of 5th P.M., Roberts County, South Dakota be approved this 15th day of May, 2018 in accordance with the provisions of SDCL, 11-3 and all acts amendatory thereto.

FIRST DISTRICT PLANNING

Todd Kays-First District Planning met with Commissioners and Shari Gamber-Director of Equalization.  Kays gave a brief description of cost and implementation of the GSI program and continued reviewing Roberts County Zoning Ordinance.
